I am playing Factions and purchased the pet pack add on. My character is a level 14 Ritualist/Monk. If I am understanding correctly, I need to use the ranger charm skill in the Zaishen Menagerie to get my pet. The problem I have is how to get the ranger charm skill. How do I get the charm skill at this point and from who? Is there another way to get this character a pet that i am not aware of? Any ideas or suggestions would be greatly appreciated.

The skill you need, Charm Animal, is obtained freely when you change your secondary profession to ranger. The Faction's profession changer is Senji, in Senji's Corner outpost... you arrive at Senji's corner after completing the Nahpui Quarter mission.

And no, the only way to have a pet is to be a ranger, or secondary ranger and have either Charm Animal or Comfort Animal on your skill bar.

EDIT:

Oh, to change the name of your pet use the /namepet or /petname command... "/namepet Snuggles" without the quotation would change your pet's name to Snuggles.

That map will be virtually worthless to a person who's never charmed a pet before... OP, instead check the wiki page for locations of the pets you wish to charm. Then you can leave them in the menagerie and charm them again whenever you want.

In other words, he will have all non-prestige pets in the Menagerie. So the only ones he wouldn't have are: Black Moa, Black Widow, Jingle Bear, Moss Spider, Phoenix, Rainbow Phoenix, and White Moa.

@OP - in case you've missed it - you can't have a pet as a Ritualist/Monk. You would need to be a Ritualist/Ranger (or Ranger/x) to have a pet.
You can, of course, change your secondary to Ranger to charm a pet, but you can't have the pet with you unless you keep the secondary as ranger.
The closest you can come to being a Rt/Mo with a pet would be to have one of your Ranger heroes bring a pet.
